How to charge a Phone with a Lithium Polymer Battery?

I have a 3000 mAh Lithium Polymer battery and a charging circuit which can charge the battery and provide power to a USB device. a link to the charging circuit wiki is below. I am wondering why I have not been able to charge a Nokia N900 smartphone with this circuit while I have been able to power my Arduino Uno.
